On 21 September, the Russian president Vladimir Putin announced a partial mobilization, marking a new phase in Russia’s war against Ukraine. Associate Professor Benedikt Harzl gave an interview to the radio programme “Radio Steiermark-Journal” on the topic. According to Harzl, the partial mobilization signifies a new level of escalation: With the drafting of around 300 000 troops, the war – a blatant violation of international law – has thus arrived in Russia itself. This step not only contradicts the Russian claim of a mere “special operation” in Ukraine, but, as argued by Harzl, this clearly signifies a major political blow – to Russia and, even more so, to Vladimir Putin himself.
